What does the City of Rehoboth Beach value? What should our community priorities be? And what are some of the ways that we can best arrive at the community that Rehoboth wants to be tomorrow?

These are some of the questions that will be addressed through the strategic planning process. Shaped by community input, the city's strategic plan will provide a clear vision for where Rehoboth Beach is headed and an implementation action plan that will help city staff arrive there.

The city is working with Emergent Method, a national management consultant firm, to develop the city's first strategic plan. The process is expected to take about seven months with a final draft of the strategic plan to be presented in spring 2025.

Community input and engagement will be among the first steps taken in the plan-development process in fall 2024. Engagement opportunities will include one-on-one interviews, up to four community listening sessions, an online survey for community partners, and an anonymous employee survey.

In-Person Listening Sessions

As part of its strategic planning process, the City of Rehoboth Beach will host a series of listening sessions the week of November 12 to gather feedback from residents, business owners, and visitors regarding their experiences with the city and to help shape the city’s future priorities. Each listening session will include small-group discussions about strengths and opportunities as well as a prioritization exercise and full-group discussion.

Individuals are welcome to attend multiple sessions, though the format of each session will be the same. There is no need to sign up in advance, just show up. See the timeline to the right for times and locations of the listening sessions, including a Saturday session.

Virtual Listening Sessions

In addition to the five in-person community listening sessions, the city will host two virtual listening sessions on November 20 to allow stakeholders who live remotely or simply prefer a digital format to participate in the conversation.

Each of the one-hour virtual listening sessions will include small-group discussions about strengths and opportunities as well as a prioritization exercise and full-group discussion. Please register in advance for the session of your choice using the links provided below. After registering, you will receive a confirmation email containing the meeting link.

  • CLOSED: The Strategic Plan Community Survey is now closed. Results will be reported to the Board of Commissioners November 15 and posted to this site shortly after that.

The City of Rehoboth Beach is currently engaged in a planning process to develop a five-year strategic plan, which will create a vision for a future Rehoboth Beach and guide staff initiatives to support that vision. As part of this process, the city is asking stakeholders and other individuals to share their perspectives about city services, priorities that should guide the city moving forward, and how the city can best work to meet the needs of those who live, work, and visit in Rehoboth Beach.

Please be honest and forthcoming in your responses. Your responses will be reported in summary form only. This survey should take about 10 minutes to complete. If you have any questions about the survey, please contact Communications Manager Lynne Coan.

Thank you for sharing your input via this survey and helping to shape the city’s strategic plan.
