Allow home owners to use artificial turf in their lawns

Idea

Besides looking great year round, less demand for water, less noise from lawnmowers, less yard waste (grass clippings) to dispose of, and no chemicals that can be washed into the ocean. The new turf brands drain fine and look beautiful.
